I guess the commit "Fix #20982" got picked up by the bugzilla 
changelog generator as a bugzilla issue, while it was fixing a 
GitHub issue. This is the last release that includes any bugzilla 
bug fixes, so it should fix itself in the future. In the mean 
time the current changelog could use some manual auditing.
