DLF Response to Generative AI and D: An Open Letter

This is the DLF response to the open letter that was sent to the 
DLF and discussed in the forum thread at:

An initial internal discussion (involving Walter, Andrei, Atila, 
Adam, and myself) resulted in a draft response. That document 
became the sole agenda item for wider discussion at our July 
monthly meeting on the 10th. I'll post a summary of that meeting 
before the next monthly.

We agreed that we should take this opportunity to formalize a 
policy toward the use of generative AI in contributions to our 
projects, and that the principles outlined in our draft response 
make for a good start. Finally, we agreed to adopt the draft as 
our official response to the open letter. You can read it here:

We will soon incorporate these principles into a pull request 
template and, ultimately, post a final draft on dlang.org.
