Something like this?

Target parse(Target, Source)(ref Source s)
    if (isSomeChar!(ElementType!Source) &&
        is(Unqual!Target == bool))
{
  if (skipOver!("std.ascii.toLower(a) == b")(s, "true"))
    return true;
  if (skipOver!("std.ascii.toLower(a) == b")(s, "false"))
    return false;
  throw convError!(Source, Target)(s);
}
