make -fwin32mak unittest 

eventually hits:

unittest
core.time.TimeException at std\datetime.d(30697): Could not find TZ Database name
for: Libya Standard Time.

Recently *started* to happen on Windows 8 Pro so it might be an update that
added more time zones. Looks like it's working fine on the auto-tester.
