In the mess of warnings and deprecation messages issue 13002 had this line:
make: *** No rule to make target 
`../web/phobos-prerelease/std_container_package.html', needed by `html'. 
Stop.
make: *** Waiting for unfinished jobs....

This is likely on stderr, your output looks to be stdout only and does not say
what the actual issue is.
