You're more than welcome to create a DIP.

Create a wiki page dedicated to the topic as close to the DIP structure as
possible.
We can sort out making it into a proper DIP later.

Once you have something to show, post to the N.G. about it, from there its just
a matter of iterating over it and making it usable.
