[Issue 15684] secure wiki formatting

Basically the secure pages look like flat html without CSS styling. For
example, the left sidebar item are down at the bottom in a flat list.

I just noticed the green lock with a grey warning triangle in the URL bar
indicating mixed content blocking. If I temporarily disable the security checks
the pages look fine but the symbol is a greyed out lock with a red stripe,
indicating the site is not secure.
