- Fix 21739 - Don't merge `debug case` into previous CaseStatement

  The previous implementation assumed that `CaseStatement`s would be
  seperated by a top-level `case ...`. This is not the case for
  conditionally compiled cases, e.g. `debug { case ...: }`.
