constants on array concatenation only for strings" fixing this issue:

- Fix Issue 24078 - Fold constants on array concatenation only for strings

  Without this limitation, the code could incorrectly concatenate
  `["c"] ~ "a" ~ "b"` as `["c"] ~ "ab"`, which was incorrect.
