BDE 1.0 Beta 3 for GNU/Linux/Windows

The third beta version of the BDE is now available to download
for GNU/Linux/Windows:
http://bitprox.com/en/download.html

The changes for Windows:

* Changes of the previous Linux beta 2
* Installer
* Windows XP supported

Both versions:

* Check for forbidden characters in names is applied
* Text editor now properly handles source file encoding,
   detects format by BOM(Byte Order Mark)
* Command line interface
