I suspect optlink doesn't like your PATH variable. It used to stumble if
you have '+' in folder names
(https://issues.dlang.org/show_bug.cgi?id=4831), but the fix did not
include other characters. Probably it also doesn't like '=' in
"C:\Users\=User=\.dnx\bin".
