DMD specify VS version in sc.ini

You want either LINKCMD or LINKCMD64. VS 2013 is what, 11.0? So you'd add 
something like:

LINKCMD64=C:\Program Files (x86)\Microsoft Visual Studio 11.0\VC\bin
\x86_amd64\link.exe
