Cross Compilation Guide for New Users

These steps can all be automated, no? Maybe the [D install 
script](https://dlang.org/install.html) should add options to 
make this seamless, it could look as simple as this:

```
~/dlang/install.sh ldc2 --target=x86_64-windows-msvc
```
