Temporarily dropping my no-posting self-censure (that didn't take
long!), I just did my honours thesis using MikTeX, and it flawlessly
handled LaTeX, plain TeX and CWEB. I also used various packages with
LaTeX, all of which it located and installed for me without a hitch.
On the other hand, I've never been able to successfully use the Cygwin
TeX packages.
