Library standardization (automatic generation of .di files is unsafe)

I'll do it for him - I think the problem is real, just that dynamic
libraries with stable interfaces/ABI's that needs to be upheld aren't in
wide use (if used at all) in D. I think Sean's suggestion related to
the -inline flag and header generation will be important to have
implemented by the time we get there.
