Anyway the author is the main guy behind Blitz++ so I suspect he knows
something about templates.

Could be the paper is more a survey of known practices or state of the
art in an area that isn't really going anywhere.  That doesn't mean
the knowledge is not useful to someone who is not up-to-date with the
state of the art.
