Unfortunately that is likely the case. I hope we can all agree 
that the specification should be managed better, but it's a much 
lesser problem at the moment than what we're trying to solve in 
here.

I think once we can establish a process for development testing 
and release, the other problem areas will stand out a lot more 
clearly for elimination.
