You can also generate patches and attach to email, so discussion/review of the 
patch can happen on the list.  IIRC the Bazaar project does this, and they even 
have some kind of automated vote-tracking system in place that lets authorized 
individuals assent, dissent or abstain from merging a patch into the trunk.
