He would need to install mod_pagespeed: 
https://developers.google.com/speed/pagespeed/module/download

Do some typical Apache configuration (enabling the module for the 
Virtual Host and whatnot): 
https://developers.google.com/speed/pagespeed/module/configuration

Just using the default CoreFilters is probably fine.
