Voting For std.experimental.ndslice

Ok, your wording about the API freezing seemed to imply that it 
would go directly into Phobos without spending some time in 
std.experimental.

Anyway, I'm not familiar with the subject domain, so I'll abstain 
from voting. I will say however that the documentation could use 
some work.
