Enhancement: issue error on all public functions that are missing ddoc sections

Garbage like this is why Harbored treats the "Returns:" section 
as the summary when the summary is missing.

It's also the reason that D-Scanner's undocumented declaration 
check skips functions whose name starts with "get" or "set".
