You have one team take a look at it to help them document the 
file format, then a separate team use that file format 
documentation to write an alternate implementation.

Then it is aiding in reverse engineering the file format instead 
of creating a derivative work of the implementation, as long as 
the two teams don't communicate outside that file format spec doc.
