Functions cannot be interpreted while being compiled

yeah, this is it. template instantiation wants semantic, and we 
are already semanticing the function.

while this restriction can be somewhat relaxed, it will require 
huge amount of hacks, will be PITA to maintain, and adds very 
little value (i think) in exchange.
