I'm not sure poll-driven development is necessarily a good idea. 
The people leading development probably already have a good sense 
of the communities' priorities. Also, it's not like all energy 
will be poured into one or two of them - ideally several could be 
worked on.

I think a better approach is just listing community priorities 
and making clear who has responsibility/ownership over them.
