[RFC] New contributing to Phobos guide

As mentioned in an earlier discussion on this NG, I put together 
my experiences as a new contributor and with a lot of helpful 
feedback from @ZombineDev, @quickfur and @rcorre a new 
contributing to Phobos guide with a lot of recommendations and 
advice was created:

If you can recall some problems you had in your newbie time, 
common errors your criticize on PRs or some gold standards that 
Phobos code should set, it would be highly appreciated.

Other feedback or direct edits to the wiki are also encouraged!
