I think what Imperatorn means that not everything that needs to 
be done is fixing bugs. What is needed is a more comprehensive 
management system for example Jira. This includes tickets for 
actions that needs to be done, dependencies, time plan etc.

A big project like D needs this in order to track all the work. 
It also serves as a viewing board so that people can see and get 
an overview about the work that needs to be performed.
