It's not. As an add-on to Windows, you cannot rely on it's
existence. Most Windows shops likely don't even know it exists.
Many shops have rules about what can and cannot be installed on
their Windows boxes for compliance. The rules are byzantine, make
no sense to programmers, and are inviolable. This is kind of an
IYKYK situation, and if you know, I feel your pain.
