More Intuitive Syntax for Manifest (enum) Constants

Causes no dissonance for me because I have become more tuned to 
the D usage of this keyword/syntax than any other language's.  If 
you consider D a secondary-citizen language to your daily driver, 
it may be jarring.  If D is your primary, it isn't.

History books are written by the victors, all D needs to do is 
win.
