For what it seems, it was reject because other feature called 
"Profiles". I was never involved with C++ only watched their Conf 
to be informed about features and so on, but this seems to be 
pretty common on their side, the committee usually is hard to be 
convinced, if I'm not mistaken Herb Sutter Zero-Overhead 
Deterministic Exceptions in being on and off since 2019

Since Profiles is being champion by Gabriel Dos Reis and Bjarne I 
think this will be the way in the end.
