What happened to issues.dlang.org?

Indeed... I wanted to read 
https://issues.dlang.org/show_bug.cgi?id=3841 today... no chance.

BTW, does anyone know why which is now deprecated 
(https://github.com/dlang/dmd/commit/7fbcf2b128d5315204e42a816b4b6d8f22feaae9) was allowed in first time (prior to 2015) ?
