[SAOC 2026] MLIR support Weekly Update #4

Hello everyone,

This was supposed to be the last week of Milestone 1. After 
getting the `inlineMLIR` feature working within two weeks, I 
expected to finish early, but build errors bogged me down in 
CMake. I learned a lot, though: CMake felt like black magic at 
first, but it turned out to be understandable.

The CMake issue is now fixed and the change [1] is in review. 
Once it is merged, I will open a PR with the `inlineMLIR` 
feature. It's already implemented on another branch but depends 
on the MLIR build infrastructure. That will conclude Milestone 1.

Thanks to Martin Kinkelin and Nicholas Wilson for reviewing my 
changes and for their suggestions and guidance.

Once the PRs get merged, I will start Milestone 2, which begins 
with lowering the `arith` and `func` MLIR dialects for the 
BetterC subset.
