I personally can't think how this will be enforceable in a way 
that is not just "let's check the 7-8 mega corps and ignore the 
rest."
That's how this reads to me. Also, it's hard to take the EU 
seriously when they are the ones that gave us attached bottle 
caps. That are not really on every bottle (probably a reason for 
it, but what's the point).
