Neutral.
I think safe by default is of no benefit to me.

However I'd support this change (as an edition) since there are 
easy ways out and default do matter, I've remarked if you don't 
write @safe right from the start it's not going to happen 
afterwards (but this is also a testament to how relatively 
useless it is to be @safe in the first place imo).
