  Reorganize menu

- Move Changelog higher, under Downloads.
  Rationale: the changelog is the most interesting page for
  occasional visitors.
- Fix link to redirect ("Appendices" -> "The D Style").
- Reorganize some links under a new "Resources" menu.
  Some pages (e.g. Acknowledgements) are not very interesting to
  visitors, and don't deserve the screen space.
- Move "Articles" lower and "Community" higher.
  The articles quickly become outdated, but the community links
  are accessed often.

  cssmenu: Simplify implementation

This also fixes setting "active" on non-nested pages (e.g. Download
and Changelog), which currently has no visual effect but would fix e.g.
PR #790.
