Sorry, that was my fault, I wasn't aware that OSX and Windows use a 
different folder layout, but it's a good example for unnecessary 
inconsistencies.
I'll prepare a fix.

It should copy not move the binary, so I'm not sure what the problem is.
Anyways the install targets are something to work on for future 
releases. This time we should focus on create_dmd_release which doesn't 
depend on the install target.

I fixed each issue in several branches and created individual pull 
request for them, this one is addressed in 
https://github.com/D-Programming-Language/installer/pull/33.
There is also a branch which has them all merged, 
https://github.com/MartinNowak/installer/tree/merge_fixes.
Currently the vagrant build script uses precompiled create_dmd_release 
binaries, to skip the bootstrap step.
I'll still have to work on automatically getting the extra release 
binaries from old dmd.zip releases.
