[dmd-internals] core.bitop @safe pure nothrow

Hi,

I just sent this: https://github.com/D-Programming-Language/druntime/pull/193

It doesn't currently work, because DMD has some hacks in toir.c (I
think) to match intrinsics like bts, bsr, bsf. Quite frankly, I don't
get how this works. Would anyone who's more intimately familiar with
this be willing to take a look at making a DMD patch to go with the
druntime pull request?
