[dmd-internals] ifdef IN_GCC in dmd code

Walter,

The list of differences between what gdc and dmd has in IN_GCC code is
slowly getting wider.  For the sake of making merges easier, would it
be ok to raise a pull request which harmonises the differences /
updates from gdc, or perhaps remove all IN_GCC code altogether to
allow me to better see all alterations that are for the interest of
gdc only?
