[phobos] Upping the number of bugzilla votes from 10 to 100

Noone is saying that bug voting should be completely democratic (or at least
I don't think so). Of course whoever is committing the time and effort has
the final say. IMHO the main purpose of voting is to shine attention on
bugs that might otherwise be overlooked, not to "force" people to fix the
bugs with the highest vote total.
