[phobos] Platform consistency of std.file

IMHO, since the whole point of std.file is to wrap OS-specific APIs in 
something OS-agnostic, the results of std.file.copy() should be as 
consistent as possible across OS's.  If you want to rely on the behavior 
of a specific platform, then you should use that platform's API directly.
