[phobos] How to build the Phobos docs?

Yah I got that one. The problem is that the d-programming-language.org
repo needs vital info in the Phobos makefile (such as the module list)
in order to build. The most natural way to do that is plant a html
target inside phobos that is invoked by d-p-l.
