[phobos] two std.ddoc

Leaving one but not the other means building the documentation for one part depends on the other.

Since the docs for the web site inextricably require the library, I'd say the library one should stay.

They are virtually identical. Why can't they just use macros with 
different names if they want to be slightly different?
