[phobos] Can someone update changelog.dd in the dlang.org repo?

It looks like this file is a manual copy/paste of the change logs in
the druntime and phobos repos. It's probably easier if someone with
commit access just updates it.

(I'm asking because I sent a bunch of updates to druntime's
changelog.dd for 2.060.)
