GDC vs DMD 0.164

In the process of trying to compile MiniD with GDC, I had to bring GDC 
up to date with the latest DMD.  It's probably slighly (very) broken, 
but it worked well enough for my purposes.

Figured somebody else might have use for it.  The patch from 0.19 is 
attached.
