DSSS and Rebuild 0.61 released.

DSSS, the D Shared Software System, is a tool to ease the building, 
installation, configuration and acquisition of D software.

This release is mostly a bugfix release for rebuild. I've also brought 
the rebuild version number into sync with the DSSS version number, so 
rebuild is now 0.61, not 0.19.

The changelog:
         - Rebuild: Fixed a (potential) segfault bug in rebuild with modules
           with no module declaration.
         - Rebuild: Made a bit less intolerant of modules with no module
           declarations.
         - Rebuild: Fixed some problems with dmd-win profile.
         - Synchronized DSSS and Rebuild version numbers.
