The access rights of the extension.vsixmanifest was wrong, that users couldn't
read it. Changing extension.vsixmanifest to allow read access for users doesn't
change that you are unable to create new D projects. There must be something
more that stops VS2019 from realize that you can have D projects.

VisualD extension shows up in the Extension menu when starting up without a
project at least.
