According to the DMD licence (dmd/licence.txt), you're not allowed to 
redistribute it without permission from digital mars.

The Tango team his permission to do this, and they have downloads that 
include both tango and dmd.  What you could do is to build your package 
around their packages, so users only need to drop in the specified 
tango+dmd package.
