"Virtual machines" (implemented in software) & "real machines"
(implemented in hardware, aka "CPUs") are both "machines".

VMs have the advantage that they are easier & faster to change and also
cheaper to (re)produce, that's also why every modern CPU starts life as
a VM during its design & development.
