That's a huge overgeneralization. Maybe some school systems do that, but I 
know for a fact there are ones that don't. The high school I went to taught 
about all of the major non-abstinence methods and the only ones they 
discouraged were were ones that really are known to be vastly less effective 
(like "pulling out" or the rhythm (time of month) method). They did point 
out that abstinence is *more effective* at preventing pregnancies than 
pills, condoms, etc., but that's a blatantly obvious fact anyway and they 
certainly didn't discourage the use of pills/condoms/etc or teach them to be 
wrong.
