Phobos incubator project ?

Exactly.
Maybe some of the incubator stuff will become part of Phobos, other 
stuff will not 'cause it is probably not very useful, too exotic, or 
simply horrible implemented.

I think such a project could :
1) Encourage people to contribute.
2) Detect where Phobos is weak /Detect Phobos Bugs /Increase D Quality
3) Fill library gaps
