If you have a Mac, you can get the iOS emulator that comes with 
Xcode for free. Something similar is probably available for 
Android as well.

You can't really test the "feel" of a website (i.e. how well a 
more complicated app fits in with the rest of the ecosystem), but 
for just checking the layout of a page, this has worked well for 
me.
